There is growing alarm at the serious allegations of major arms transfers to Lebanon through its land borders. I am concerned that such activities have the potential to destabilise the country and could lead to another conflict. I appeal to all parties, inside and outside of Lebanon, to immediately halt all efforts to acquire or transfer weapons and build para-military capacities outside the authority of the State.
